The offences both took place in Brent, where council investigations revealed that Kevin McLoughlin, of Watford Road in Radlett, was renting out homes without the necessary licences.
On October 16, 2025, enforcement officers found that a property on Rainborough Close in Stonebridge was operating as an unlicensed House in Multiple Occupation (HMO) – housing at least six people from six separate households.
McLoughlin was found guilty in court and fined £3,556.
A second property on Rosemead Avenue in Wembley was inspected on November 14, 2025.
It required a selective licence but was also found to be unlicensed.
The council issued legal notices requesting information, but McLoughlin did not respond within the required 14 days.
He was found guilty of three offences across both properties: failing to hold the correct licence for the HMO, failing to obtain a selective licence, and failing to comply with the council’s legal notices.
He was fined an additional £2,674 for the second property, bringing the total penalty to £6,230.
Councillor Robert Johnson, cabinet member for housing, homelessness, and renters, said: “This prosecution sends a strong message.
“We will not tolerate landlords operating without licenses and putting profit over the safety of tenants.
“Licensing helps ensure rented homes are safe, well managed, and meet the standards that tenants have a right to expect.”
